Abstract
This paper introduces an evaluative framework for health systems to assess, select and prioritize investment in population health capabilities modeled after organizational capacity planning and assessment practices used widely in other industries. Organizations use an organizational capacity framework and impact assessment to understand their strengths and weaknesses in specific domains that influence their ability to deliver services in order to fulfill their mission. Health system investments in population health capabilities are in their infancy, and there is little written on how program investment decisions are made. The use of a framework enables a greater focus on the proper selection of appropriate population health initiatives that align with an organization’s business objectives which informs which programs should continue. This paper will illustrate the application of the proposed capacity framework by applying it to a proposed population health investment.
