Richard C. Stark, MD is the Executive Director of Primary Care Operations for the Veterans Health Administration, Washington, DC. He oversees and supports the field in delivering quality-oriented, efficient, timely, safe and effective Primary Care to over 5.3 million Veterans across the country in almost 1000 sites of care. In this role, Dr. Stark has played an integral part in developing, leading and providing guidance to VA facilities on implementation of Patient-Aligned Care Teams (PACT), VA’s medical home model. In his 32 year career with VA, Dr. Stark has served as a front line primary care provider as well as in VISN and national leadership roles in systems redesign, informatics, primary care policy and operations. Prior to assuming his position in VA Central Office, Dr. Stark was Associate Chief of Staff for Ambulatory Care for the VA New Jersey Health Care System where he managed Primary Care and other outpatient services for two Medical Centers and ten Community Based Outpatient Clinics. He is a graduate of Colgate University and New Jersey Medical School, trained in Internal Medicine at the University of Medicine and Dentistry of New Jersey and is Board Certified in Internal Medicine.
