Nora Dowd Eisenhower

Nora Dowd Eisenhower serves as the Director of Pro Bono Action for Community Impact at SeniorLAW Center in Philadelphia. She was the Assistant Director for the Office of Older Americans at the Consumer Financial Protection Bureau, in Washington, DC, from 2013-2016. Before that, Nora was the Director of the Center for Benefits Outreach and Enrollment at the National Council on Aging. She served as the Secretary of the Pennsylvania Department of Aging from 2003-2009, where she managed PACE, the senior pharmacy program, and an extensive network of aging services, including home and community-based programs, senior community centers, transportation, adult day, and protective services. She also served as the AARP Pennsylvania State Director. She began her career as a Deputy Attorney General with the Pennsylvania Attorney General in the Consumer Protection Division. She attended Antioch School of Law in Washington, DC. She currently lives in Philadelphia, Pennsylvania.

Angela Foreshaw-Rouse

Angela Foreshaw is the Manager of State Operations and Community Outreach for AARP PA where she oversees the implementation of state and national campaigns, volunteer and member engagement, and community outreach. Prior to serving as State Operations and Community Outreach Manager, Foreshaw-Rouse served as AARP PA’s Associate State Director-Communications. In this role, she managed communications planning and outreach for all AARP campaigns. She has worked with AARP since 2001; prior to joining AARP, Angela served on the corporate communications team with ABC Television, and Court TV, (A Time Warner Company).

Abstract

Pennsylvania is the 4th oldest state in the nation and more than 1.6 million people care for older parents, spouses or other loved ones, helping them to live independently in their own homes. Both AARP and the SeniorLAW Center are working together to support caregivers, their families and loved ones. Angela Foreshaw, Manager of State Operations and Community Outreach at AARP Pennsylvania and Nora Dowd Eisenhower, Director of Pro Bono Action for Community Impact at SeniorLAW Center will discuss some of the systemic responses to these realities, including the CARE Act, and guides to financial caregiving.

  2. Describe one of the newest trends in caregiving, known as ‘financial caregiving’ and its relationship to enhancing the quality of life for all as we age.
